BAP: FIFA and the IOC must ban the US and Israel from international sport + petition

Black Alliance for Peace Launches Petition Drive Calling on the U.S. and Israel to be Excluded from All International Sporting Events for Crimes Against Humanity and Domestic Repression

June 30, 2025 - The Black Alliance for Peace (BAP) calls for the Fédération Internationale de Football Association (FIFA) and the International Olympic Committee (IOC) to withdraw the invitations for the United States to host the World Cup in 2026 and the International Olympics in 2028. Ajamu Baraka, the director of BAP’s North-South Project for People(s)-Centered Human Rights states:

“There are two factors that make this call imperative. The environment of fear and political repression in the United States directed toward individual travelers to the U.S. and even those in transit to other nations has resulted in a number of nations issuing travel advisories against travel to the U.S. The other factor that is even more egregious is the lawlessness of the U.S. and Israel who are engaged in an ongoing genocide against the occupied Palestinian population of Gaza.”  

With tens of thousands of people from around the world who would like to attend the World Cup and the Olympic games, the U.S. has become a dangerous place to visit, especially for people of color. But as the petition points out, “anyone suspected of residing in and/or visiting the United States with or without “proper” documentation, including U.S. citizens, are being harassed, questioned about their political beliefs and even detained without due process.”

But the fact that the U.S. and Israel continue to operate as rogue states completely rejecting all of the normal constraints on lawless international behavior by engaging in unprovoked attacks on sovereign nations such as Lebanon and Iran and a barbaric slaughter of occupied Palestinians in Gaza and the murder of thousands in the West Bank by settlers and the Israeli Army, disqualifies both nations of hosting and participating in events involving the community of civilized nations.

Both FIFA and the IOC have previously denied hosting of, and participation in international events for nations and governments who have acted in ways they deemed antithetical to their stated core values of human rights and anti-discrimination.  

There is no more horrific example of the violation of FIFA, IOC and civilized values than what the world is witnessing today in Gaza.

FIFA and the IOC must be consistent. There must be accountability with one human rights standard for all!  Ban the U.S. and Israel, withdraw the invitations to host these events in the U.S.

Fédération Internationale de Football Association (FIFA) and the International Olympic Committee (IOC) Must Demonstrate a Commitment to Universal Human Rights by Banning the United States and Israel from Hosting or Participating in International Sporting Events

The United States has become dangerous for members of the global community, and specifically for non-white/non-European people. The world is witnessing massive violations of human rights and the Constitution of the United States as masked agents using unmarked vehicles raid work places, homes, and places of public assembly to incarcerate and disappear Black, Brown, and Indigenous people and, in too many cases, denying them legal representation and basic information as to their whereabouts and wellbeing to their families and attorneys.

Under the current U.S administration anyone suspected of residing in and/or visiting the United States with or without “proper” documentation, including U.S. citizens, are being harassed, questioned about their political beliefs and even detained without due process. This repressive environment has created a sense of insecurity and anxiety for travelers to the U.S. including students, and even some diplomats of “foreign nations.” Even individuals while in transit to other countries have been subjected to harassment and intimidation.

But this is just part of the story.

The State of Israel, with direct assistance from the United States, is committing gross and profound violations of human rights and international law through military adventures, and carrying out an ongoing genocide in addition to other war crimes including, but not limited to collective punishment and starvation. This is on top of Israel’s eight decade pogrom of apartheid against the Palestinian people, as well as a perpetual disregard for the sovereignty and self determination of the Lebanese, Yemeni, Syrian, and Iranian people and their respective governments and bodies of leadership. The global community, everyday, witnesses Israel’s wanton slaughter of people and pillage of lives with the full endorsement of the United States which continues to fund, arm, and promote Israel’s tactics of terror and barbarity.

Both FIFA and the IOC have previously denied the hosting of, and participation in international events for nations and governments who have acted in ways they deem antithetical to their stated core values of human rights, anti-discrimination and global sustainability. For instance, both IOC and FIFA banned Germany and Japan from international competition following the second world war. Additionally, IOC banned the Republic of South Africa from participating in the Olympic Games from 1964 to 1992 due to the nation’s racist system of apartheid, and FIFA banned the nation from participating in its matches between 1961 and 1992 for the same reason. And, more recently, the IOC has instituted a standing ban on the Russian Federation from participating in its summer and winter games due to what is deemed an illegal invasion and occupation of Ukraine.

This raises the question as to why FIFA and IOC are affording the United States and the State of Israel with preferential treatment over other nations who have been and are currently sanctioned and banned from competition and the hosting of international sporting events for violations of the core values of both bodies.

Therefore, we, the undersigned, as members of the global community and people/institutions of conscience demand that FIFA and IOC withdraw the United States and the State of Israel from hosting or participating in international competition events until such time that both nations demonstrate a willingness to adhere to each agency’s core values and further operate in ways that adhere to international law and human rights.

Federación Internacional de Fútbol Asociación (FIFA) y el Comité Olímpico Internacional (COI) deben demostrar un compromiso con los derechos humanos universales prohibiendo que Estados Unidos e Israel organicen o participen en eventos deportivos internacionales

Estados Unidos se ha vuelto peligroso para los miembros de la comunidad global, y específicamente para las personas no blancas/no europeas. El mundo está siendo testigo de violaciones masivas de los derechos humanos y de la Constitución de Estados Unidos, mientras agentes encapuchados que utilizan vehículos sin identificación allanan lugares de trabajo, hogares y lugares de reunión pública para encarcelar y desaparecer a personas negras, morenas e indígenas, y en demasiados casos, negándoles representación legal e información básica sobre su paradero y bienestar a sus familias y abogados.

Bajo la actual administración estadounidense, cualquier persona sospechosa de residir y/o visitar Estados Unidos con o sin documentación "apropiada", incluidos ciudadanos estadounidenses, está siendo acosada, interrogada sobre sus creencias políticas e incluso detenida sin debido proceso. Este ambiente represivo ha creado una sensación de inseguridad y ansiedad para los viajeros a Estados Unidos, incluidos estudiantes e incluso algunos diplomáticos de "naciones extranjeras". Además, el COI prohibió a la República de Sudáfrica participar en los Juegos Olímpicos desde 1964 hasta 1992 debido al sistema racista de apartheid del país, y la FIFA lo excluyó de sus competiciones entre 1961 y 1992 por la misma razón. Y, más recientemente, el COI ha establecido una prohibición permanente contra la Federación Rusa para participar en sus juegos de verano e invierno debido a lo que se considera una invasión y ocupación ilegal de Ucrania.

Esto plantea la pregunta de por qué la FIFA y el COI están otorgando a Estados Unidos y al Estado de Israel un trato preferencial sobre otras naciones que han sido y están actualmente sancionadas y prohibidas de competir y albergar eventos deportivos internacionales por violaciones de los valores fundamentales de ambos organismos.

O Estado de Israel, com assistência direta dos Estados Unidos, está cometendo violações graves e profundas dos direitos humanos e do direito internacional por meio de aventuras militares e de um genocídio contínuo, além de outros crimes de guerra, incluindo, entre outros, punição coletiva e fome. Isso se soma ao pogrom de apartheid de Israel contra o povo palestino, que já dura oito décadas, bem como ao desrespeito perpétuo à soberania e autodeterminação dos povos libanês, iemenita, sírio e iraniano e de seus respectivos governos e órgãos de liderança. A comunidade global testemunha, todos os dias, o massacre desenfreado de pessoas e a pilhagem de vidas por Israel, com o total apoio dos Estados Unidos, que continuam a financiar, armar e promover as táticas de terror e barbárie de Israel.

Tanto a FIFA quanto o COI já negaram a realização e a participação em eventos internacionais de nações e governos que agiram de maneiras que consideram antitéticas aos seus valores fundamentais declarados de direitos humanos, antidiscriminação e sustentabilidade global. Por exemplo, tanto o COI quanto a FIFA baniram a Alemanha e o Japão de competições internacionais após a Segunda Guerra Mundial. Além disso, o COI proibiu a República da África do Sul de participar dos Jogos Olímpicos de 1964 a 1992 devido ao sistema racista de apartheid do país, e a FIFA proibiu o país de participar de suas partidas entre 1961 e 1992 pelo mesmo motivo. La Fédération Internationale de Football Association (FIFA) et le Comité International Olympique (CIO) doivent manifester leur engagement en faveur des droits humains universels en excluant les États-Unis et Israël de l’organisation et de la participation à des manifestations sportives internationales

Les États-Unis sont devenus une menace pour les membres de la communauté internationale, en particulier pour les personnes non blanches/non européennes. Le monde assiste à des violations massives des droits humains et de l'état de droit ancré dans la constitution des États-unis : alors que des agents masqués à bord de véhicules banalisés font irruption sur les lieux de travail, les domiciles et les lieux publics pour arrêter et faire disparaître des personnes noires, racisées et autochtones, refusant dans de trop nombreux cas à leurs familles et à leurs avocats l'accès à un·e représentant·e légal et à des informations élémentaires quant à leur sort et leur état de santé.

Sous l'administration États-Uniennes actuelle, toute personne soupçonnée de résider ou de séjourner aux États-Unis avec ou sans « papiers en règle », y compris des citoyen·nes états-unien·nes légalement documenté·es, est harcelée, interrogée sur ses opinions politiques et même détenue sans procédure légale. Ce climat répressif a créé un sentiment d'insécurité et d'anxiété chez des personnes voyageant aux États-Unis, y compris les étudiant·es, et même chez certain·es diplomates de « nations étrangères ». Même des personnes en transit vers d'autres pays ont été victimes de harcèlement et d'intimidation.

Mais ce n'est qu'une partie de l'histoire.

L'État d'Israël, avec l'aide directe des États-Unis, commet des violations flagrantes et sévères des droits humains et du droit international à travers ses opérations militaires, et perpétue un génocide en plus de mener d'autres crimes de guerre, incluant, mais sans s'y limiter, des punitions collectives et l'utilisation de la famine comme une arme de guerre. Ce n'est que le point d'orgue des huit décennies d'apartheid perpétré par Israël contre le peuple palestinien, ainsi que de son mépris perpétuel pour la souveraineté et l'autodétermination des peuples libanais, yéménite, syrien et iranien et de leurs gouvernements et dirigeants respectifs. La communauté internationale est chaque jour témoin du massacre arbitraire de civils et du saccage de vies humaines par Israël, avec le soutien total des États-Unis, qui continuent de financer, d'armer et de promouvoir les tactiques terroristes et barbares d'Israël.

Par exemple, tant le CIO que la FIFA ont interdit à l'Allemagne et au Japon de participer à des compétitions internationales après la Seconde Guerre mondiale. Ailleurs, le CIO a interdit à la République d'Afrique du Sud de participer aux Jeux olympiques entre 1964 et 1992 en raison du système raciste d'apartheid en vigueur dans ce pays. De son côté, la FIFA a interdit à ce pays de participer à ses matchs entre 1961 et 1992 pour la même raison. Plus récemment, le CIO a interdit à la Fédération de Russie de participer à ses jeux d'été et d'hiver en raison de ce qu'elle considère être une invasion et une occupation illégales de l'Ukraine.

UNAC supports the spontaneous protests by the Los Angeles communities against the Immigration and Customs Enforcement (ICE) raids on workplaces and shopping sites. These raids have caused fear and anger in the Chicano and Mexicano communities but on June 6 the community responded in a massive way.  They fought back. Slogans of “ICE out of LA!” and “When Chicanos are under attack we will stand up and fight back!” were heard.


ICE and FBI agents tried to disperse the crowd by escalating attacks against the people and firing tear gas, rubber bullets and flash bang grenades into the crowds. Trump has called in thousands of members of the National Guard to occupy the communities to try and stop any future protests.  But when there is repression, we know there will be a response. 


Just as the US conducts wars on the people of other countries around the world, the ICE raids and the repression against the LA protests are manifestation of the wars at home.  UNAC encourages support for the LA protests and opposition to the ICE raids in LA and around the country.

Oppression Breeds Resistance, Organization Sustains It

Defeating the War on Black/African People Requires Solidarity with Immigrants and Resistance Against Our Common Enemy

As community defenders, organizers, and residents resisted Immigration and Customs Enforcement (ICE) in Los Angeles this past weekend, the state has responded by calling in the FBI and Border Patrol SWAT units, utilizing Blackhawk helicopters to deliver munitions and military-grade equipment, and mobilizing the National Guard and Marines to quell the justified uprising. As our comrades in SoCal BAP have clearly stated, this is domestic warfare.

The connection could not be clearer between the specific kidnappings orchestrated by ICE and the Department of Homeland Security (DHS) in Los Angeles on one hand, and the broad militarization of our cities and neighborhoods on the other. Those resisting on the ground in LA have drawn clear parallels with the struggle of the Palestinian Resistance in Gaza, the uprisings of 2020-21, the broader Black Liberation Movement, and the anti-colonial resistance against U.S. imperialism throughout the Americas. Meanwhile, some observers have encouraged Black/African people to ‘sit this one out’ because it supposedly does not involve “us”.

The Black Alliance for Peace (BAP) unequivocally rejects this narrative that the oppression of immigrants and migrant communities, and the fascist operations of ICE/DHS, are irrelevant for Black/African people. Black/African people are already resisting and standing in solidarity in LA, just as people and communities of all backgrounds mobilized during the uprisings of 2020. Beyond this, we know that Black immigrants throughout the U.S. are disproportionately targeted for criminalization, detention, and deportation. Further, mass deportation not only dehumanizes immigrants, but it deepens the carceral and punitive hold of these state over all oppressed residents. This also extends beyond the borders of the U.S., as we continue to see Haitian immigrants and descendants in the Dominican Republic being summarily rounded up, brutalized, deported, and in some cases, killed, in what effectively amounts to an apartheid regime under President Luis Abinader.

Our resistance efforts must be directed at the imperialist structure and forces that cause this situation. What is urgently required is not only solidarity in mobilization, but coordination and organization that can sustain resistance against the physical, structural, and psychological violence of the oppressive forces of imperialism, colonialism, white supremacy, and patriarchy. For this reason, BAP’s central campaign, ‘No Compromise No Retreat: Defeat the War Against Africans / Black People in the U.S. and abroad’ aims to provide a common collective direction toward true peace (i.e. liberation), interconnected anti-imperialist organizing and resistance, and the realization of dignity and self-determination through the framework of People(s)-Centered Human Rights.

A core aspect of this revamped campaign focuses on shutting down ICE and CB the root causes of forced/coerced migration, including ending the criminalization of migration and the dehumanization of migrating people, as well as defending against the violations of national sovereignty that created the conditions for forced displacement and migration in the first place. As Abraham Paulous of the Black Alliance for Just Immigration made clear in BAP’s April webinar “Migration, State Violence, and Global Displacement,” the criminalization of immigration has for decades been utilized as a justification for state violence against and control over Black, Latinx, immigrant, and marginalized communities – advancing the war against our people. This has been particularly aggressive since the passing of the 1996 Illegal Immigration Reform and Immigrant Responsibility Act under U.S. President Bill Clinton.

These violations are the result of imperialist domination and capitalist exploitation, which similarly forced millions of Black/African people to leave the U.S. South throughout the twentieth century. While this is called ‘the Great Migration’, we know that the displacement from land, relationships, community, and livelihoods was primarily caused by white supremacist terror and economic attacks on our people. Instead of falling into nativist arguments about who Black/African people should and should not care about, we must direct our energy, our organizing, our resistance at the imperialists and the capitalists who oppress us all, and who thrive off of our disunity and confusion.

We take inspiration from the actions of resistance from those in Los Angeles County and the organizing that has emerged from the Community Self-Defense Coalition, which BAP SoCal is a part of. From Los Angeles to Santo Domingo to Khartoum to Gaza, defeating the war on Black/African people requires unity in resistance and struggle against the many forms of imperialist violence.

No Compromise, No Retreat!




La Opresión Genera Resistencia, la Organización la Mantiene

La derrota de la guerra contra las personas negras/africanas exige solidaridad con lxs inmigrantes y resistencia contra nuestro enemigo común.

Como defensores de la comunidad, organizadores y residentes resistieron al Servicio de Inmigración y Control de Aduanas (ICE) en Los Ángeles este fin de semana pasado, el estado ha respondido llamando al FBI y a las unidades SWAT de la Patrulla Fronteriza, utilizando helicópteros Blackhawk para entregar municiones y equipo de grado militar, y movilizando a la Guardia Nacional y a los Marines para sofocar el levantamiento justificado. Como nuestros compañeros de SoCal BAP han dicho claramente, esto es una guerra doméstica.

La conexión no podría ser más clara entre los secuestros específicos orquestados por el ICE y el Departamento de Seguridad Nacional (DHS) en Los Ángeles, por un lado, y la amplia militarización de nuestras ciudades y barrios, por el otro. Los que resisten sobre el terreno en Los Ángeles han trazado claros paralelismos con la lucha de la Resistencia Palestina en Gaza, las insurrecciones de 2020-21 contra el terror racista policial, el más amplio Movimiento de Liberación Negra y la resistencia anticolonial contra el imperialismo estadounidense en todo el continente americano. Mientras tanto, algunos observadores han animado a las personas negras/africanas a “no participar” porque supuestamente no se trata de “nosotros”.

La Alianza Negra por la Paz (BAP) rechaza inequívocamente esta narrativa de que la opresión de lxs inmigrantes y las comunidades migrantes, y las operaciones fascistas de ICE / DHS, son irrelevantes para las personas negras/africanas. Las personas negras/africanas ya están resistiendo y solidarizándose en Los Ángeles, al igual que las personas y comunidades de todos los orígenes se movilizaron durante los levantamientos de 2020. Más allá de esto, sabemos que lxs inmigrantes negrxs en los EE.UU. son desproporcionadamente objeto de criminalización, detención y deportación. Además, la deportación masiva no sólo deshumaniza a los inmigrantes, sino que profundiza el control carcelario y punitivo de estos estados sobre todos los residentes oprimidos. Esto también se extiende más allá de las fronteras de los EE.UU., ya que seguimos viendo cómo lxs inmigrantes haitianxs y sus descendientes en la República Dominicana son sumariamente detenidos, maltratados, deportados y, en algunos casos, asesinados, en lo que efectivamente equivale a un régimen de apartheid bajo el presidente Luis Abinader.

Nuestros esfuerzos de resistencia deben dirigirse contra la estructura y las fuerzas imperialistas que provocan esta situación. Lo que se necesita urgentemente no es sólo solidaridad en la movilización, sino coordinación y organización que puedan sostener la resistencia contra la violencia física, estructural y psicológica de las fuerzas opresoras del imperialismo, el colonialismo, la supremacía blanca y el patriarcado. Por esta razón, la campaña central de BAP, “No Compromise No Retreat (Sin compromiso, Sin retirada): Derrota a la guerra contra las personas negras/africanas en EE.UU. y en el extranjero” tiene como objetivo proporcionar una dirección colectiva común hacia la paz verdadera (es decir, la liberación), la organización y la resistencia antiimperialistas interconectadas y la realización de la dignidad y la autodeterminación a través del marco de los Derechos Humanos Centrados en los Pueblos.

Un aspecto central de esta campaña renovada se centra en el cierre del ICE y en la lucha contra las causas profundas de la migración forzada, lo que incluye poner fin a la criminalización de la migración y la deshumanización de las personas que migran, así como la defensa contra las violaciones de la soberanía nacional que crearon las condiciones para el desplazamiento forzado y la migración en primer lugar. Como Abraham Paulous, de la Alianza Negra por una Inmigración Justa (BAJI), dejó claro en el seminario web de BAP de abril “Migración, violencia de Estado y desplazamiento global”, la criminalización de la inmigración se ha utilizado durante décadas como justificación de la violencia de Estado contra las comunidades negras, indígenas, latinas, inmigrantes y marginadas y para controlarlas, avanzando en la guerra contra nuestro pueblo. Esto ha sido especialmente agresivo desde la aprobación de la Ley de Reforma de la Inmigración Ilegal y Responsabilidad de los Inmigrantes de 1996, bajo la presidencia de Bill Clinton.

Estas violaciones son el resultado de la dominación imperialista y la explotación capitalista, que de forma similar obligaron a millones de negrxs/africanxs a abandonar el sur de Estados Unidos a lo largo del siglo XX. Aunque a esto se le llama “la Gran Migración”, sabemos que el desplazamiento de la tierra, las relaciones, la comunidad y los medios de subsistencia fue causado principalmente por el terror supremacista blanco y los ataques económicos contra nuestro pueblo. En lugar de caer en discusiones nativistas sobre quiénes son las personas negras/africanas que deben o no deben preocuparse por nosotros, debemos dirigir nuestra energía, nuestra organización y nuestra resistencia a los imperialistas y capitalistas que nos oprimen a todos y que se aprovechan de nuestra desunión y confusión.

Nos inspiramos en las acciones de resistencia del condado de Los Ángeles y en la organización que ha surgido de la Coalición de Autodefensa Comunitaria, de la que SoCal BAP forma parte. De Los Ángeles a Santo Domingo, de Jartum a Gaza, derrotar la guerra contra las personas negras/africanas requiere unidad en la resistencia y la lucha contra las muchas formas de violencia imperialista.

BAP on the Los Angeles fires and the killing of four Afro-Ecuadorian children (the Guayaquil Four)

Los Angeles Fires: The Santa Ana Blowback of Capitalist Climate Change Neglect 


The incendiary cataclysms in Los Angeles, California remind us that the root cause of the climate crisis exacerbating the fires spreading throughout that city and surrounding areas is fossil fuel production emblematic of runaway capitalism fueled by white “supremacy” ideology, patriarchy, and colonization. And while it’s easy to focus solely on the fires, it’s important to note that the associated smoke will be the main culprit in the loss of life due to environmental racism that has assaulted the public health of Black, Brown, Indigenous and all poor and working class people in Los Angeles and throughout the country. As revealed during the height of the Covid pandemic, Black and Indigenous peoples suffered a higher morbidity rate due to decades of exposure to poisoned air and the intentional siting of pollutive industries and operations in our communities from Los Angeles, to the Bronx, and Cancer Alley in Louisiana. These communities remain at high risk because what’s happening in Los Angeles, won’t stay in Los Angeles - the smoke generated from these fires will traverse our communities as it travels eastward, and exacerbates existing public health emergencies that are consistently overlooked and ignored by lawmakers representing both the corporate Democrat and Republican political parties and their wealthy acolytes. 


To this end, while we sympathize with those who have lost their homes in affluent communities like the Pacific Palisades, Malibu, and the Hollywood Hills, we empathize with communities that will suffer long term public health impacts, including, but not limited to, respiratory and other illnesses due to years of being treated as energy and economic sacrifice zones. This pattern was most recently exemplified by the environmental travesty of New York City’s congestion pricing program, which will divert high volumes of traffic to poor, Black and Brown communities in the Bronx and Staten Island, thereby sacrificing them to accommodate affluent communities in Manhattan.  


Will President Biden, the incoming Trump administration,  and the Federal Emergency Management Agency (FEMA), an agency whose racism, classism and contempt for the poor is well documented, consider environmental justice communities across the country being choked out by smoke they had no hand in creating while billions of dollars are doled out to primarily accommodate wealthy people? It should be noted that many of these wealthy people  benefit from and advocate for the capitalist system that fuels and maintains these crises.  These are the kinds of questions BAP must perpetually ask as a principled and radical Black formation; and that we must ask as a people who understand confronting and dismantling the climate crisis requires confronting and dismantling racialized and classist capitalism - hence why we refer to climate change as the racial/class capitalocene. 


Finally, it is not lost upon BAP that, very recently, many of the people enlisted to fight California wildfires were incarcerated people, some of whose prison sentences were extended by soon to be former Vice President, Kamala Harris when she served as Attorney General of California. This was an effort to generate cheap labor from lives she and far too many others deem expendable and disposable. There is an axiomatic nexus between how these inmates/political prisoners are treated and how Black, Brown, Indigenous and poor communities are treated in the context of the climate crisis. This nexus extends to the treatment of Palestinian people who continue to be dehumanized and exterminated while also being displaced from their homelands due to an inferno of genocide, ethnic cleansing, and militarism. Such is the pathology of settler colonialism, which too many still refuse to connect with environmental degradation and the climate crisis in the United States.


We must and will continue making these requisite connections and intersections as we develop a multi racial/multi ethnic poor and working class response to this latest episode of the racial/class capitalocene’s atlas of destruction.

December 30, 2024 - The Black Alliance for Peace (BAP)  is concerned and outraged that four Afro-Ecuadorian children, between the ages of 11 and 15, can go missing for almost two weeks after coming into contact with members of the armed forces without any concerns or official statements provided  by government officials. The children (the “Guayaquil Four”) are from the Las Malvinas neighborhood, a largely Black and impoverished community, in Ecuador’s largest city, Guayaquil.


BAP supports the demands of AfroEcuadorian and human rights organizations for the safe return of these boys and a transparent investigation. Ivana Delgado Aguilar, spokesperson for Movimiento Afrodescendiente Nacional Ecuatoriano / National AfroDescendent Ecuadorian Movement (MANE), says this incident of the Guayaquil Four, demonstrates an institutionalized criminal structure. “There are many missing persons and this must come to light. This (case) shows that those who fight against organized crime, drug trafficking, drug addiction and institutionalized violence have always been society, neighborhoods and families, not the State, which is only a social instrument but is now organized against its people,” stated Aguilar.  


BAP is concerned that the fundamental human rights of Afro-Ecuadorians are being consistently and systematically violated, as the Ecuadoran state engages in its  “war on drugs” campaign, declaring “internal armed conflict” as it battles criminal gangs in the country. Moreover, the Ecuadorian government has been all too willing to fight its war on drugs in Afro-Ecuadorian territories and communities, imposing horrific state repression and violence, as it surrenders its sovereignty to US military (and geopolitical) interests.


Under the guise of the “War on Drugs” and one of SOUTHCOM’s stated commander’s priorities of combating transnational criminal organizations (TCOs), President Noboa unleashed  Plan Fenix to counter armed violence in the country. This has meant the militarization of society and strengthening the repressive apparatus of the state in a way that aligns with US foreign policy objectives. With the recent concession of the Galapagos Island to the US military by the Noboa government, Ecuadorian sovereignty is being sold along with Afro-Ecuadorian human rights. 


Despite the Noboa government having forcefully come out against this apparent kidnapping recently, initially he gave cover to the military until criticisms emerged from Black organizations and other members of civil society on this case and other cases of violence by the police and military authorities. 


In fact, according to Ajamu Baraka, director of BAP’s new North-South Project for People(s)-Centered Human rights: 


“This case is indicative of a long history of abuse suffered by the people of Ecuador but particularly by Afro-Ecuadorians. The Ecuadorian state has rarely recognized let alone protected the fundamental human rights of Afro-Ecuadorians. But this case represents a line in the sand for the Black peoples of that nation. BAP’s North-South People(s)-Centered Human Rights project is working with a process in the country that recognizes that the only way that Afro-Ecuadorian human rights will be protected is when the people are organized and able to protect their rights -themselves.”


The case of the Guayaquil Four provides a clear example for the necessity of expelling the forces of the US/EU/NATO Axis of Domination and the need for demilitarization, not just in Ecuador but in the region as a whole. The failed Monroe Doctrine has been used for the past 2 centuries to keep “the Americas for the Americans” to violently maintain western hegemony. For BAP, only organized communities can guarantee communal and self defense and only a collectively constructed Zone of Peace, not just in Ecuador, but Nuestra América can successfully expel the nefarious forces that deny and violate human rights and militarize society at the behest of its US/Western leaders.

30 de diciembre de 2024 - La Alianza Negra por la Paz (BAP) expresa su preocupación e indignación por la desaparición de cuatro niños afroecuatorianos, de entre 11 y 15 años, que llevan casi dos semanas desaparecidos tras haber tenido contacto con miembros de las fuerzas armadas, sin que las autoridades gubernamentales hayan emitido declaraciones oficiales o mostrado preocupación alguna. Los niños (conocidos como los “Cuatro de Guayaquil”) son del barrio Las Malvinas, una comunidad mayoritariamente negra y empobrecida en Guayaquil, la ciudad más grande de Ecuador.


BAP respalda las demandas de las organizaciones afroecuatorianas y de derechos humanos por el regreso seguro de estos niños y una investigación transparente. Ivana Delgado Aguilar, portavoz del Movimiento Afrodescendiente Nacional Ecuatoriano (MANE), afirma que este incidente de los Cuatro de Guayaquil demuestra una estructura criminal institucionalizada. “Son muchos los desaparecidos que tienen que salir a la luz. Esto demuestra que quienes luchan contra la criminalidad organizada, el narcotráfico, la drogadicción y la violencia institucionalizada siempre ha sido la sociedad, los barrios, las familias, no el estado que únicamente es un instrumento social pero que hoy se encuentra organizado contra su pueblo,” declaró Aguilar.


BAP expresa su preocupación porque los derechos humanos fundamentales de los afroecuatorianos están siendo violados de manera consistente y sistemática, mientras el estado ecuatoriano lleva a cabo su campaña de "guerra contra las drogas", declarando un "conflicto armado interno" en su lucha contra las bandas criminales en el país. Además, el gobierno ecuatoriano ha demostrado estar demasiado dispuesto a librar su guerra contra las drogas en territorios y comunidades afroecuatorianas, imponiendo una horrenda represión y violencia estatal, al tiempo que entrega su soberanía a los intereses militares (y geopolíticos) de Estados Unidos.


Bajo el pretexto de la “Guerra contra las Drogas” y una de las prioridades declaradas por el comandante del Comando Sur de combatir las organizaciones criminales transnacionales (TCOs), el presidente Noboa lanzó el Plan Fénix para contrarrestar la violencia armada en el país. Esto ha significado la militarización de la sociedad y el fortalecimiento del aparato represivo del estado, de una manera alineada con los objetivos de la política exterior de Estados Unidos. Con la reciente concesión de las Islas Galápagos al ejército estadounidense por parte del gobierno de Noboa, la soberanía ecuatoriana está siendo vendida junto con los derechos humanos de los afroecuatorianos.


A pesar de que el gobierno de Noboa se pronunció enérgicamente contra este aparente secuestro recientemente, inicialmente brindó respaldo a los militares hasta que surgieron críticas de organizaciones negras y otros sectores de la sociedad civil sobre este caso y otros casos de violencia por parte de las autoridades policiales y militares.


De hecho, según Ajamu Baraka, director del nuevo Proyecto Norte-Sur para los Derechos Humanos Centrados en los Pueblos de BAP:


"Este caso es indicativo de una larga historia de abusos sufridos por el pueblo de Ecuador, pero especialmente por los afroecuatorianos. El caso de los Cuatro de Guayaquil ofrece un claro ejemplo de la necesidad de expulsar las fuerzas del eje de dominación EE.UU./UE/OTAN y de avanzar hacia la desmilitarización, no solo en Ecuador, sino en toda la región. La fracasada Doctrina Monroe ha sido utilizada durante los últimos dos siglos para mantener “las Américas para los americanos” y así preservar violentamente la hegemonía occidental. Para BAP, solo las comunidades organizadas pueden garantizar la defensa comunitaria y propia, y solo una Zona de Paz construida colectivamente, no solo en Ecuador, sino en Nuestra América, puede expulsar con éxito las fuerzas nefastas que niegan y violan los derechos humanos y militarizan la sociedad al servicio de los líderes estadounidenses y occidentales.
