But at the same time he went with the purpose of agreeing on the steps that will lead to the establishment of a U.S. military base in our country.
According to information published on March 29 on the CNN website, "Ecuador is laying the groundwork for the arrival of U.S. forces." That has been pointed out by a senior official linked to the planning and construction of a naval base in Manta, which will be used to "support U.S. military personnel." The construction plans show that the Ecuadorian Ministry of Defense signed an agreement with the Port Authority of Manta for the construction of a dock and expansion of the existing port; the project has the support of the United States, according to documents signed by a representative of the U.S. government.
The intention of establishing one foreign military base or bases in the country has become a priority issue for this government, as it was for the government of Guillermo Lasso. It established agreements on issues of "maritime military cooperation" with the US, which were later endorsed by the Constitutional Court, thus preventing them from being discussed in the National Assembly for approval or not. In October of the previous year, Noboa sent to the National Assembly a constitutional reform that eliminates the prohibition of allowing foreign military bases on the national territory, and the parliamentary commission that dealt with the issue gave the green light for it to be discussed in the plenary session of the legislature. Noboa will do everything in his power to get this unpatriotic reform approved.
The surrender and submission of Noboa and his government to U.S. imperialism and foreign capital has been his letter of introduction. Since before his inauguration, in November 2023,, he went to the investment banks to offer the country's wealth in exchange for foreign investment; he also went to kneel before the World Bank and the International Monetary Fund to negotiate loans that, now, their payment will lead to budget cuts in the social sector.
Noboa embodies a government that is economically, politically and militarily subject to the interests of US imperialism: it is an openly pro-imperialist government.
