CEP Policy Brief: Identifying and Disrupting Key Antisemitic Actors
(New York, N.Y.) — Last week, New York City saw a wave of anti-Israel protests during the United Nations General Assembly, renewing fears about the surge of antisemitism that has plagued the West since October 7. The unrest included vandalization of pro-Israel politicians’ offices—including with the red triangle Hamas uses to mark targets—and signs supporting the designated terrorist organization Hezbollah.
These are not isolated incidents. In the wake of Hamas’s October 7 attack on Israel and the ensuing war, many countries have experienced an unprecedented increase in antisemitic speech, acts, and events both on and offline. Researchers and policy experts have since tried to count and map the extent of the incidents, but few have focused on the key actors behind them.
CEP Senior Advisor Alexander Ritzmann outlines a five-step policy recommendation for government bodies to tackle antisemitism by identifying and disrupting the activities of each country’s key antisemitic actors. Ritzmann recommends a risk-based, disruption-oriented approach, focusing government efforts and resources on those elements that represent the biggest risk to Jews in their respective countries. This involves focusing first on incidents that occurred during 7-8 October 2023, when Israel was still fighting attackers inside the country and before it had launched a counteroffensive.
Ritzmann’s five-step guide includes assessing the ranking levels of risk, assessing timelines, tracking key antisemitic symbols, identifying networks and disrupting finances.

(New York, N.Y.) – Last week, British Labour MP Tahir Ali asked Prime Minister Keir Starmer if the government would “commit to introducing measures to prohibit the desecration of all religious texts and the prophets of the Abrahamic religions.” Starmer did not immediately dismiss the idea of adopting such legislation, sparking fears about “blasphemy laws” and fears that would be fundamentally at odds with Britain’s long-established laissez-faire approach to blasphemy, while resurrecting long-dormant debates settled more than a century ago (the last occurrence of imprisonment for blasphemy in Britain took place in 1921).
The initial question was phrased with reference to Islamophobia Awareness Month, leading critics to accuse the MP of using legitimate concerns about anti-Muslim bigotry to protect beliefs—particularly those of Western Islamists—rather than to protect individuals facing discrimination.

The adoption of such laws would represent a serious threat to freedom of expression and would harm the vulnerable communities it purports to protect. In the face of such pressure, democratic leaders like the British Prime Minister must offer a stronger defense of our most fundamental freedoms and not be taken in by an illiberal agenda camouflaged by liberal arguments. Social cohesion and our democratic rights depend on it.”

“Wholesale definitions of ‘Islamophobia’—those that would be used to justify a blasphemy law—are ripe to be weaponized by both Islamists and the far-right: two groups who would love to see the distinction between Muslims and Islamists disappear. Take, for example, the case of Lord Ian Austin, who was the target of ‘Islamophobia’ allegations for describing Hamas as “rapists and murderers” in a tweet. This is a clear example of the term being weaponized to protect extremists from criticism or scrutiny.
Beyond its too-loose application, the notion of ‘Islamophobia’ itself is problematic. Britain is the country that produced Monty Python’s Life of Brian. We protect individuals, not ideas or religions. ‘Islamophobia,’ as a term, conflates the two.”
In December 2023, Denmark passed a law criminalizing the “inappropriate” treatment of religious texts. The legislation followed several high-profile public stunts in which copies of the Quran were intentionally destroyed, leading to unrest and numerous terror plots.
Denmark’s new “blasphemy law” was widely criticized, including by the United States Commission on International Religious Freedom (USCIRF), whose commissioner denounced the move as counterproductive and potentially harming the very minorities it purports to protect. No doubt, the Danish government’s decision was influenced by painful memories of the 2005/6 Jyllands-Posten affair, when the Scandinavian country of just 5.5 million people found itself at the center of an international storm over cartoons of the Prophet Muhammed - a storm which impacted both Danish security and international trade for many years to come.
In fact, CEP research detailing plots and attacks since the 1989 fatwa against Salman Rushie demonstrates that Denmark and other Scandinavian countries were the targets of more jihadist violence in the years following the Jyllands-Posten controversy than even al-Qaeda’s more traditional enemy, the United States.
Consequently, the Danish government openly cited the security environment as a factor in the adoption of the new legislation, leading Danish human rights think tank Justitia to describe the move as “in essence giving in to the Assassin’s veto.”
Because the intentional destruction of religious texts is an ugly, provocative form of protest, the prospect of its banning tends to raise few eyebrows. But blasphemy allegations have been brought against people over personal squabbles and innocuous or accidental actions from Nigeria and Pakistan to Wakefield and Paris, often resulting in extreme and ferocious violence (even in jurisdictions where such laws already exist).

The US government's active involvement in the genocide goes beyond complicity—the US is providing the means for its execution everywhere.
We will not give up. We don’t just need our elected representatives to demand a ceasefire, we need them to immediately stop all weapons sales and transfers to Israel, and commit to the end of its occupation in Palestine, Lebanon, and Syria.

In response to the prison breakout of October 7, the Israeli Occupation Forces (IDF) unleashed a horrific wave of state terror with indiscriminate bombing, targeting of civilian infrastructure, rape, torture and starvation with an obvious and specific target – the non-combatant civilian population. The result – a second Nakba – another catastrophe for the Palestinian people, with tens of thousands slaughtered with impunity. This systematic state terrorism has now engulfed Lebanon, with Israel replicating its depraved, anti-human tactics from Gaza. It began with an attempt to terrorize the resistance group Hezbollah including the killing of the group’s revered leader and anti-colonial fighter, Seyyed Hassan Nasrallah. This terrorism has continued with the indiscriminate massacre of civilians in an attempt to force the Lebanese people into submission. Over the last year, the International Criminal Court (ICC) and International Court of Justice (ICJ) along with all the other Western-run international bodies that claim to defend human rights have proven themselves complicit, acting as mere puppets of U.S. imperialism. As global protests erupt in fury, Israel continues its slaughter, understanding clearly that the U.S. settler-state and the white West will continue to provide it protection. What the last year has reconfirmed for BAP is that the violence we have witnessed is part of a global system of white supremacism dependent on unrestrained state terror in order to continue the extraction of value from still colonized and oppressed non-European peoples, working classes and nations. The militarization of police, from the Israeli Occupation Force in Gaza to the deadly exchange programs in domestic colonized communities, is the extension of fascist settler colonialism. If we understand the U.S. as a settler project, then its global expansion can only result in one thing – replicating systems of dominance and repression everywhere. Here, we must also recognize that the attacks on Gaza and Lebanon mirror the looming assault on Haiti.
